Eric Silfen, MD

He received his BA from Lehigh University, MD from Georgetown University, MSHA from Virginia Commonwealth University and MA in biomedical informatics from Columbia University.
Neal Wolkoff is a Principal of Health Care Financial Exchange Inc. focusing on markets. He is a former C-level executive of three exchanges and an experienced attorney with expertise in futures and securities markets, exchanges, market regulation, operations and clearinghouses. Mr. Wolkoff served as Chairman and Chief Executive Officer of the American Stock Exchange (Amex). Prior to the Amex, for over 20 years, he held several senior level officer positions at the New York Mercantile Exchange (NYMEX) including Acting President, Chief Operating Officer, and Senior Vice President for Regulation and Clearing. At NYMEX he was the originator and leader in the development of Clearport, the first OTC clearing platform. He has also been the Chief Executive Officer of ELX Futures. He started his career as an Honors Program Trial Attorney in the Division of Enforcement of the Commodity Futures Trading Commission. Mr. Wolkoff received a B.A. from the College of Columbia University and a J.D. from Boston University School of Law, and is a member of the Bar of the State of New York. Mr. Wolkoff is the non-executive chairman of the board of OTC Markets Group, which operates the OTC equity markets, and a member of the board and audit committee of World Gold Trust Services LLC, the sponsor of the ETF “GLD.”
Willem Houck is a Principal of Health Care Financial Exchange Inc. focusing on business development. He is the founder of Girasol NY, a forward looking and pioneering early stage technology company specializing in medical devices, healthcare business innovation and database technology. He combines executive leadership skills and expertise with a passion for early stage technology and business model innovation. As an executive at Philips, he was an early leader of Philips’ activities in energy management and lead Philips’ incubators. He left Philips to become CEO of EV charging infrastructure start-up ParkPod to install the first commercial level II EV chargers in North America. He co-founded iValue UAB, developer of a biological pacemaker based on groundbreaking research by Columbia University Medical Center, as well as an investor in iFortress, a maker of panelized datacenter solutions for the US Dept of Defense. Willem is on the Board of Daklapack USA, an innovative medical packaging firm, maker of ClariFlow, an affordable DIY early stage enlarged prostate detection kit. A lawyer by training, he holds a bilingual MBA from Hautes Etudes Commerciales (HEC) in Paris and several senior executive degrees from IMD and INSEAD. A citizen of the USA and the Netherlands, he lives in New York City with his wife and their daughter.
